The Legal Bureau at Global Affairs Canada, in cooperation with the Canadian Council on International Law (CCIL), is calling for qualified individuals to submit applications to be appointed to the Canadian National Group (CNG) of the Permanent Court of Arbitration. The CNG currently requires an academic member, as well as a member of the private bar. Applications from women, visible minorities, Aboriginal peoples, persons with disabilities, and LGBTQ persons are especially welcome.
The unpaid appointments would be for a six year term. Approved travel costs would be reimbursed. In addition to their function as arbitrators, the CNG is entitled to nominate candidates for judicial election to the International Court of Justice. The Government may also call upon the CNG to nominate candidates for the International Criminal Court.
As outlined by the 1899 Hague Convention that established the Permanent Court of Arbitration, members of the CNG “should be of known competency in questions of law, of the highest moral reputation, and disposed to accept the duties as arbitrators”. Applicants should have a recognized expertise in international law, with a minimum of ten years of professional or academic experience in the area. As per past practice, the CNG also seeks to reflect Canada’s geographic and linguistic diversity.
Members of the legal community in Canada who meet the above criteria are encouraged to submit a short cover letter and CV in English or French to the CCIL for initial assessment. A short list of applicants will then be forwarded to GAC for their review.
